An advanced parking management model is taking shape in Cesena, combining technological innovation with strategic vision. The project, developed by HUB Italia in collaboration with ATR, represents a concrete example of the transition toward fully digital and ticketless systems.
ATR, a wholly publicly owned company that manages mobility in the Cesena area, now coordinates a complex ecosystem comprising over 7,500 parking spaces - including on-street and off-street parking - with diverse solutions such as surface parking lots, mechanized parking garages, and dedicated parking areas: parcheggio Mattarella, IV Novembre, Gasometro, Sacro Cuore and more.
In this context, the introduction of HUB technologies with Jupiter and JMS marked a decisive step toward more fluid and sustainable management.
The distinctive feature of the project is the adoption of a fully cashless configuration in parking lots equipped with a ticketless system, centered on license plate recognition (LPR) and digital payments. For ATR, this was a choice that required vision and the ability to drive change, especially in a city like Cesena, which combines a strong focus on tourism with a significant university presence.
The process did not unfold in isolation but through a gradual modernization of the various parking areas. The continuity of support provided by HUB Italia and the stability of JMS architecture helped solidify the client’s trust, making the gradual expansion of the system possible.
The results highlight tangible benefits: at the most heavily used indoor parking facility, with 260 parking spaces, the switch to a ticketless model has led to the replacement of just three rolls of paper over two years, avoiding the printing of over 100,000 traditional paper tickets.
The Cesena project demonstrates how the integration of technology, governance, and service can enable more efficient mobility, reducing operational waste and massively improving the user experience. This initiative positions ATR among the most dynamic players in the evolution of urban parking in Italy, and HUB Italia as preferred partner for the cities who are evolving into smart cities.
